If they strictly follow their rules, the earliest possible all B1G matchup would be in the S16.

Not the case. They changed the rules so that if a matchup occurred once they can meet in the Ro32, twice they can meet in the S16, and three times in the E8.

Also, with the B1G likely to get 10-11 teams (and the SEC getting 12-13), the committee may be stuck in matching up conference teams earlier than they’d want.
