Needing them for a meeting. Biden chaired Foreign Relations, if he said he needed documents he has access to for a committee hearing, he could take them. Evidently checking if they are returned is lax. From GAO:

No. Classified material must be safeguarded in accordance with the requirements in E.O. 13526, Part 4, Safeguarding; and 32 CFR 2001, Subpart E, Safeguarding.
You must not remove classified material from official premises except to conduct official meetings or conferences, and the material must be returned to safe storage facilities immediately upon the conclusion of the meeting or conference. Residences are not considered official premises, and you must not remove classified material for reasons of personal convenience or keep it overnight in personal custody.

So those rules didn’t apply to Biden?

The only reason Trump was singled out was because he refused to return them.

If he had half the brain cells as Biden and Pence, then he would have complied and you could move on to yabbuting him on something else.

You know the answer to this, I just bet a lot of elected officials have these documents because no one tracks them down for not returning. The system is probably built on the "we can trust them". Obviously we cannot.

The guy below worked in Archives for Bush 43. His take, secret documents are floating around the country in numbers we wouldn't believe. He discusses how he himself had to turn himself in for a violation.

It is so common we pretty much let people get away with the mistake if they cooperate and return them.

I guess a mistake isn’t breaking the law. Democrats have certainly blurred the lines. Stealing is no longer breaking the law. Dem prosecutors made that change all on their own.

We have had this debate for a long time. That guy worked for Bush, had an incident. That is a Democratic fault?

The agencies prioritize getting the files back. If you were shot for taking files, you wouldn't return them but hide them deeper.
