I'm disappointed in Biden in a number of areas. But I'm not convinced he's the disaster so many here make him out to be and am not jumping on the "simply disgusting" bandwagon every time he does or says something stupid. I'd much rather have someone else to get behind, but as long as the Republican alternative is Donald Trump, then Biden it is.

The federal bureaucracy (such as it was) was being slowly integrated prior to 1913 when Wilson took office. He put a stop to that immediately, and the codified segregation he put in place carried through into the 20s society wide.

but that was the point. it wasn't just to expand without thought but to have a businesslike approach. maybe not business like we think of it today but to consider what gov can actually do and do well or successfully at the least possible cost and with the greatest efficiency.
