The funding restriction for PP came from the Senate, added by Republicans. The House Bill contained no such provision. The Republicans also added a confederate flag provision, and an attempt to deregulate pesticides. Those were in the bill originally defeated but eventually stripped from the bill. So there was gamesmanship going on.
At current the bill prevents PP from getting any of the money in Puerto Rico, but other clinics are eligible to receive the bill. This seems an attempt to marginalize PP.

That said, at this point the GOP has been playing games with Zika and the Democrats in my mind were stupid enough to join them. The house is on fire, now isn't the time the sit in the kitchen debating who should get the money to repair the damage. Now is the time to put out the fire. The Democrats should accept the loss and fight it out in the election. Rather the Dems are prioritizing PP over Zika. So yes, a curse on the GOP for playing these games and a curse (much smaller) on the Dems for joining in.
We have a potential public health crisis looming. I am not downplaying PP, it is just compared to what Zika might become PP isn't worth it. Especially since it doesn't cut any current funding from PP. If it did, this might be a debate worth having. But it isn't. Just because the GOP has gone bat crap crazy doesn't mean the Democratic Party needs to start down that same road.
Seriously, a confederate flag amendment in the Zika bill. The pesticide amendment, the PP Amendment. What was wrong with passing a simple bill?
