Who Do You See as the Best Recruiters in the Big 10 Going Forward?

Based on recent past results/current indicators, which teams will be the top tier in the Big 10 in terms of consistently bringing in highly regard talent?

I would assume it would be MSU, Ohio State, IU, Purdue and Illinois at the top. Wisconsin, Michigan, Minnesota and Penn State in the middle tier, with Iowa, Northwestern on the lower rung.

Thoughts?

Probably put Penn State in lower and Wisconsin maybe in the top.
