Looks like she did something akin to "pen and phone" measures:

Ardern said that the ban on selling or possessing those weapons went into affect at 3 p.m. local time, and it serves as an "interim measure" while legislation is prepared. She said she hopes the ban will officially be put into law by April 11.

While official legislation is prepared, the country has now made immediate changes to licensing regulations, which will will make it more difficult for buyers to get their hands on assault weapons.​

A limited time action while the legislature catches up is pretty much the exact thing our national emergency concept is intended for. It sure seems like there's consensus in their legislature to pass this law but it takes time.

But NZ isn't in the midst of an ongoing National Emergency. The shooting already happened.

The man accused of killing 51 worshippers at two mosques in New Zealand in March pleaded not guilty to all charges in court in Christchurch.
The 28-year-old Australian, who appeared by video link from a small room at the maximum security prison in Auckland where he is being held, smirked as his lawyers entered his plea but otherwise showed little emotion.
The High Court Justice Cameron Mander said the trial will start on 4 May next year. Mr Tarrant has been remanded in custody until 16 August when a case review hearing is scheduled.
