I saw something during the game that leads Me to a Rules Question. McCully caught a short pass and was immediately tackled. He got up and the Offense immediately lined up. The guy Who tackled Mccully lined up over him. The Cincy Player had one of those Mouth guard pieces that attaches to a bar of the face mask. As the ball was snapped, it was obvious that the mouth guard was hanging from the Helmet and not in the Player's Mouth as the play started.

I'm pretty sure that High School and lower levels have a rule for player safety requiring the Guard to be in the Mouth when the ball is snapped. If not a penalty can be called. my question is does the same rule apply in College football and can a penalty be called?
 
It’s mandatory but in my lifetime I’ve never seen a penalty for it. I’ve noticed QB’s many, many times have it stuck in their helmets during a play.
