In order for somebody to be elected to another national office, don't they first have to have been once elected to a national office?

Your question is confusing. He has been elected to federal and state offices. But neither of them were "national".

A house seat is hardly a "national" office. It's a federal office, to be sure. But it represents roughly 1/535th of the country.

There are actually only 2 "national" elected offices: Prez and VP.
