Well, for instance, it would seem that the monitoring of his contacts was reactive rather than proactive. Was there a procedure in place for him to follow before he was to make a contact...or were they just reviewing phone/text records after the fact?He and his staff’s activity was monitored and thus they found the illegal phone calls. Short of having someone with him 24 hours a day, what does having him “on a leash” even mean??
When he made a contact with a recruit, was it just him (or one of his assistants) and the recruit one on one...or was a compliance officer copied?
Any helicopter parent worth their salt can tell you that it's also quite possible to limit contacts to/from specific phone numbers. Was that done or looked into? That technology very much existed at that time. And it's even better today.
Did they record calls and have transcripts made? And, if so, was he aware of this?
