The vote shows no guts at all. Congress knows, or should know, that the vote is totally meaningless. If the report is made public, it will only be made public in accordance with the law, which means it will be subject to national security review and it will be subject to privilege review by all those who are mentioned in the report, We already know that much of the grand jury proceedings are confidential by existing law. For all we know the AG already has it and it is undergoing the required scrutiny.
