It's notable that (per the article) the bad guys took down Musks Starlink almost immediately so it's not as though they've lost their capability to jam things...
Perhaps a targeted takedown ((by specific area)) by the Ukrainians themselves might help confuse the Russians... Seems like this would be an area tailor made for the United States to provide some assistance ((as long as it wasn't publicized))...

My father, USMC (may he Rest In Peace) used to say that nearly anyone can fight hard for about 2 weeks, what separates the professionals from the rest is your ability to effectively communicate with and supply your forces...
He also said, the biggest problems they routinely ran into during both field exercises and actual combat operations was far and away nearly always communications issues..., even with multiple redundancies built in..., right down to the individual "runner" level...
The Russians are already struggling with the supply logistics... How bout' we make it harder for them to communicate......😉
