Knowing that there is an interest in 'star' values, and ranking of recruit classes, etc., but that shouldn't be the qualifier applied to 'good' or 'better' recruiting. As a couple of posters have pointed out, IU continues to gradually compete with stronger programs who have had greater recent success than the Hoosiers.
Looking at the 2015 commit list, IU signed prospects who also received offers from the following schools. (No mid-majors or MAC or Service Acadamies listed)

Boston College (4) Minnesota (9)!!
Cal Marshall (5)
Cinn (7) Missou (3)
Duke Miami FL
Ga. Tech (3) Ohio St,
Ky (5) Okla St
Louisville (4) Penn St
Hawaii PU (5)

and WISKY (6 players offered who ulitmately signed with IU.
The numbers in brackets are the number of IU signees who showed offers from the schools listed.
I understand some of the offers were pulled and not pursued, but this is way different from the times in the not-too-distant past, when IU recruits were nowhere near as attractive to other major programs.
This alone is enough to offer a lot of encouragement about the future of Hoosier Football
