They put a line out there that is reasonable and is intended to draw equal money. Adjustments are made to keep the money flowing the way they want.

Common misconception. I fall in to it, at times, as well. Late line moves usually tip what the "sharks" think the outcome will be. But even that is just a hedge on their part of what the best "value" bet is.
