Reactions to the settlement on policing between Cleveland and the Federal government?

A friend who is an Indiana police officer reacted with scathing words about the media and the Obama Administration being anti-cop. Another friend who is an African-American from Cleveland said that it was about time everyone knew what African-Americans from Cleveland already knew.

What are your reactions to the settlement? Is the situation in Cleveland any different than Baltimore or Ferguson or New York (or Seattle or Albuquerque? Will the settlement help produce better results in Cleveland? Are there really problems in Cleveland and, if so, what do better results in Cleveland look like?

IMHO, these are some daunting challenges.

Are the thugs and criminals different in Baltimore from those easily discovered in other similar settings?
I don't think so.
