Portal rules question

I know the NCAA changed the transfer rules to only allow one transfer without sitting out a year. I understand there is an exception if a coaching change occurs.

Did that start this year? ie if you transferred in ‘23 that’s it for you unless your coach leaves?

If so that could explain a lot of the portal activity with the current team…for many of these guys it’s their last chance to jump without sitting out, likely for the rest of their career.

Just to clarify. The portal is different than the “transfer year” waiver, right?

Like, Tayven could enter the portal as soon as CTA was let go but he’d have to sit a year (unless he graduated early) because he already used his free transfer. Or am I misunderstanding?
