"Hostages"...

I'm trying to understand why the released Iranian prisoners and other dual-nationals are considered "hostages"? If you travel to a country of which you are a citizen on that country's passport and are arrested for a potential crime in that country why exactly are you considered a hostage?

And another point, why are we even providing consular services to individuals not traveling on an American passport? Unless they are spies?

Best I can tell this is the only "hostage" I'm aware of.
